Project Manager – Elena Olascoaga
Pictured right, Elena Olascoaga holds a MA in Gender and Development from the Institute of Development Studies, University of Sussex (UK). She has worked from 2010 to 2012 for UN Women sub regional office for Mexico, Cuba and Central America, mainly in women economic empowerment programs such as: Women and Local Development (MyDEL); The Women's Economic Agenda (WEA); New Aid Modalities in Honduras and Nicaragua; Gender Responsive Budgeting in Honduras.
Since 2013 she works as Independent Gender and Development Consultant for Local Government Institutions, NGOs, grassroots organizations, private sector companies and Monterrey Institute of Technology and Higher Education (ITESM) at Nuevo León, Mexico. She have provided technical assistance for mainstreaming gender in over 80 public programmes and development and research projects.

MPL project functions:
On behalf of ITESM Elena Olascoaga will:
- Provide a dedicated project management resource to oversee and direct the efforts of other partnering institutions in Mexico.
- Successfully manage the budget allocation provided to insure completion of objectives as outlined in the NOFO / submitted proposal.
- Gain support from selected NPO’s/ community organizations to provide;
- Support for initial needs assessment ( surveys, key informant interviews or other methods agreed upon)
- Assistance in identifying high quality local facilitators to deliver programing.
- Recruitment for participants in the facilitated program.
- Provide ongoing feedback on program quality and effectiveness through periodic measurement of cohort groups.
- Assist in the development of reports to the grantor agency, as required.
- Provide technical advice about gender relations relevant to the development of on-line course applications and mobile applications.
- From a gender perspective conduct needs assessment of Mexican at-risk women and teenage girls to determine what financial skills they lack and what is needed to be independent.
- Provide technical advice about gender local dynamics relevant to the design of a comprehensive curriculum in Spanish to teach women, especially at- risk women, financial literacy and independence.
